Pro, reason: Why not? The branch is ready, stable, has received bugfixes (hopefully exclusively bugfixes...), and creating an installer from it is not that much work.
Contra might state that a 2.1 release might draw attention from the 2.2 series, but I do not really think that is a very valid argument, as long as 2.2 is not final. --DevU
