First off:  Has anyone set up WRS on Server 2003?

I'm looking for a 2003 Guru to help me answer a question before I get
in too deep.

According to the Windows installation howto pointed to by the
federation protocol install site:

OpenSSL For Windows

"Windows, unlike most other Operating Systems does not come with a
built in ability to generate SSL Certificates. In order for us to
build the certificates required by the Wave Reference Server we need
to do the following:

Download and install the following packages:
http://www.slproweb.com/download/Win32OpenSSL_Light-0_9_8k.exe
and
http://www.microsoft.com/downloads/details.aspx?familyid=9B2DA534-3E03-4391-8A4D-074B9F2BC1BF";

HOWEVER, this done written for Windows XP and I'm doing it on Server
2003.  So my question is, is there a Certificate generation ability
built into Server 2003?
