Default for Win Server 2003 is to have "Enhanced Internet Security", meaning you cannot open any site not on the Internet Settings "trusted" list. 127.0.0.1 is not, by default, on the trusted sites list!!! localhost, however is allowed. (Sheesh, if you can't trust 127.0.0.1, who can you trust?)
