Deb, I've recommended Windows Commander (now called "Total Commander")
from http://www.ghisler.com/ several times on this list. I don't know
if it will open your particular 'cab' files, but it does a good job on
all I've ever tried using it on.

I believe they have a "free trial" period for the program, but after
you use it, you'll probably want to purchase it - I replaced *most*
of my 'utility' programs with it several years ago and have never
regretted it! It's, IMHO, the "Swiss Army Knife" of Windows utility
programs! I love its FTP abilities - it now even sends a signal to
keep the session from timing out!
