My Mail Format tab says "Choose a format for outgoing mail", for which "plain text" is an option. I don't see any option on that tab that refers to *incoming* mail, though ... am I missing something?

In the full version of Outlook (2003) there is no "read" tab. There is a "Mail Format" tab under the Tools, Options menu which should be set to "plain text" if he wants to avoid viruses.
Select that option and Outlook 2003 will not even display images unless you have the sender on the "approved" list or you right click in the message and enable images.
