Nope, Visual Studio is for developers. Expression Web is for designers.
Microsoft tends to see things in the "corporate" environment where people
work I teams. Expression Web is for the layout and design, to use the
asp.net code behind pages created in VS (like with Dreamweaver you cannot
create code behind pages in Expression even though there is support for
ASP.NET controls. Microsoft is entering the design tool market to compete
with Dreamweaver. 

For those working on intranets, etc. SharePoint is the design tool there.
You can't use Expression to work on SharePoint sites which I consider a
bonus. <g>
