Does it suffice to have subfolders within the models, views, controllers, and modules folders for each plugin? In that case, you can do that for all but the controllers (you can create separate folders for models if you use the response.models_to_run<https://groups.google.com/d/msg/web2py/ZfI7K9jW45w/2lJNcqFcPeEJ>functionality to control which models are run).
