Language-provision-report is a file which gives the user a message if the
preferred language is not available, mostly the English version will be
displayed instead.
Translation-lag-report is a file which gives the user a message when there
is a more recent file available in English, instead of the older translated
file.
Both files access the language-list to insert the correct information about
languages in their message.
