[Site Isolation][macOS] The context menu key does nothing in cross-site
iframes

Reviewed by Charlie Wolfe.
The context menu key was always sent to the main frame's process, so a focused
cross-site iframe never got the
contextmenu event. Send it to the focused frame's process.
