Does it start from the command line? That will at least tell you if it is 
really up.

I think that I had these issues as well when I was using a custom install 
location, so I just installed WebObjects framewors (for deployment) in the 
normal location that I was familiar with rather than fight with trying to point 
everything to the new locations.
