When I made the change I checked to ensure that both 5.3 and 5.4 determine the encoding charset the same way... which they do.

However you made me look. Checking again reveals that System.getProperty("file.encoding") is used in the absence of an encoding type, I am not sure what I was looking at before but it obviously wasn't right, given this platform dependant behaviour I am changing wolips now to always create a woo file.
