Because closing down defunct Communities and User Groups requires OGB involvement.
In the past there has been upset when the Website CG hasn't kept the OGB fully in the loop regarding changes that affect the wider community, I'm therefore a little puzzled to see you suggesting that it isn't appropriate for the OGB to be consulted.
