Yes, that's a bit confusing - the following might be clearer:
"For a SCA to be registered on this system, non-Sun employees must first
file a paper SCA. For details of the process, please see the
<a href="http://opensolaris.org/os/about/sun_contributor_agreement/";> \
SCA information page</a>."
