It kind of sounds like a NOAA monthly report, just with the start of a 
"day" offset, so starting with that code might be one possibility.

I'd agree with using sunrise/sunset as well.  Up here in the NorthWET near 
Seattle, we have quite the swing in hours/day of sunlight during the year.
