Two things to try:

1. Make sure the FTP username has write permissions on the server.

2. Try different variations on the FTP path. For example,

path = public_html/weewx/    # What you have
path = public_html/weewx
path = /public_html/weewx/
path = /public_html/weewx
path = weewx
path = /weewx
