The parameter rtfeq has a very arcane use. It determines how often the
embedded Flash widget gets updated. It has nothing to do with the weather
station. So, changing its value will not have any affect on how often your
WU page gets updated.

The WU Rapidfire update happens as often as your station emits a LOOP
packet. For that, see the section on the WS23XX
<http://www.weewx.com/docs/hardware.htm#ws23xx_notes> in the Hardware
Guide. Unfortunately, they are all hardwired in your station and cannot be
changed.
