Follow-up Comment #3, patch #1137 (project wesnoth):
fixed according to comments of boucman, mordante, silene
removed hardcoded dir location.
used read_file directly.
const-ref-ied create_optional_formula_arguments
added a few const- specifiers
added doxygen comments.
