Details:
I have made a patch that puts these functions into
src/ai/composite/value_translator.hpp. I believe i have updated all required
build lists, but am not sure if i can remove some of the includes and if i
need to change the header more than simply the file name. I'm going to post
this in coder's corner as well.

svn diff doesn't seem to say anything about a new file, so i am also
