Follow-up Comment #3, patch #1549 (project wesnoth):

Well, to my knowledge, in the original ANL, you could still build something
if you had 0 moves. I altered that for my patch. There are two reasons for
doing this...

1: The variable 'worked_this_turn' was not technically needed itself since
you could just use unit.moves variable.
2: it didn't make sense to be able to do something that turn with 0 moves
left.
