Details:
The Rise of Wesnoth's A New Land is the scenario where the player should
avoid combat for as long as possible. In older versions of a New Land I just
learned to just stay put in the fort.
In the 1.9.1 version, the AI was so scared of attacking my level 3 units in
the fort from water that it refused to ever attack. 48 turns went by.
Admittedly, it's a minor bug since the scenario properly ends with the elf
lady arriving on the final turn.
Note that the AI did attack if I moved my units into the water.
Some save games are attached.
