Follow-up Comment #3, bug #16223 (project wesnoth):

to fix the bug, it's necessary to :

1) define the beharior
(like 'just before movement and targeting, if our leader is on keep and
there's a nearby allied leader who can't reach an empty keep next turn but
can reach our keep, full_move our leader 1 hex away from our keep')

2a) code it in formula ai or lua ai
2b) OR code it in c++ (can copy+paste+edit old 1.8 code)
3) and the result as a candidate action to default ai.

I'll get to fixing it (and other open ai bugs) eventually, most likely before
next release.
