oh, it probably was intentional, but that doesn't mean it was a good idea or
that we didn't change our minds :P

more seriously, this patch is good and ready to commit, but while discussing
with zookeeper and Espreon we discovered a couple of issues... basicaly we
have problems with some complicated WML cases... it's hard for WML to control
fog if I simply apply your patch

We would need two WML actions to restore the functionalities

* a [reset_fog]<Standard location filter> action that would check the matching
hex and refog them immediatly if they are not directly visible
* a [remove_fog] <Standard location filter> action that would remove the fog
on matching locations 

these two shouldn't be very complicated, if you could provide a second patch
for that, it would be wonderfull


I know i'm pulling a little too much out of you right now, but I don't want to
remove a feature for WML without providing a replacement path for our UMC
coders...
