Details:

This patch adds the [filter_vision]<SSF> tag to the Standard Location Filter,
where it serves the same purpose as in the Standard Unit Filter.  The
changelog entry was written as though this was applied after patch #3194, but
it'll work fine either way.

The [filter_vision] tag in the SLF takes an additional respect_fog= key, which
defaults to true and determines whether fog is taken into account.  If
respect_fog is set to false, then only shroud will be checked (with the effect
of filtering on whether the filtered sides can see the terrain).
