Follow-up Comment #2, bug #19762 (project wesnoth):

It's an artifact of the layering system and that forests are currently drawn
only relative to a single tile.

The layering system is working properly to cause this.

There are a few ways to resolve the problem:
Edit these images to remove/relocate the tree in the top left
data/core/images/terrain/forest/pine.png
data/core/images/terrain/forest/pine2.png
This is easy but the forest border will appear less ragged, detracting from
the appearance without units.

Shift the base for forests so they are drawn below units above and left/right
of them but not below.
Also easy but may interact badly with some other terrain in more noticeable
ways.

Make the WML and images for forests more complicated so the image is drawn in
multiple pieces.
Undesirable since increasing WML complexity for a single  pair of images is
not a good idea for maintainability.
