People on #wesnoth-dev already indicated that it might make sense to wait a little longer so that the new features can get some additional polishing and fixing. That is: Personally I'd like to release with the stuff as it is on Monday simply because there will always be rough edges left in the very first release and I hope that we get many reports of those things so that it is easier to tackle them. With other words: 1.9.0 won't be a perfect release and I plan to release 1.9.1 "soon" afterwards to fix the most obvious issues. IIRC there was eg a new allignment added that is not mentioned in the html manual so far. To update the html manual, please do edit doc/manual.txt. If you have questions regarding the format or something like this, feel free to ask them in IRC. Yes, it is most likely sensible to update stuff by copying over what is available in the ingame help so that those two are in sync in those regards.
