Well, it's a little different right now because there is apparently a lack of devs at this moment who have push access and the time / energy to review these small patches, (and in some cases, also having the expertise in whatever area the patch is relevant to.) In such a situation, once we've reviewed half of the someone's patches at least and they seem to know what they are doing, it seems much better to try to give them push-access right away to keep them engaged. It surely gets quite old having to lobby in the irc channel for someone to merge a bunch of patches, when the channel has been relatively quiet lately.
