Unfortunately it looks like the %u does not function for program
notifications.
This should be made available for future versions of Whatsup. Program
notifications should have access to the full range of variables. Why they
are limited to just a few I don't know.

You can pass the device status via the %u variable. Your script can test
the arg
for UP or Down and then conditionally perform the appropiate action.
