Remote power boot box is what I used -- though SNMP was not used to control the box. I modified one of the ac ports on a western telematic box to provide ground / open and access the box using ssh. If you're unsure about dealing with such a box at a component level, hooking up an external relay to the AC port is certainly possible and relatively easy.

I played with an APC AP9211, multiple outlets, individual control.
What I did was when got an alarm in WUG, I would run a batch file to turn on the outlet as an external screaming alarm to wake up the operations staff.
Unfortunately, there was no way to link an acknowledge selection in the WUG web page to run another batch program to turn off the alarm.


I still have the APC box awaiting for that day when IPswitch gives me a hook to call a batch program from the ASP page directly (or execute a notification from the asp page directly).
