I dont understand the particullar code fully, but in every turn a miner picks a 
field (in a radius) and tries to mine. One field can be exhausted, but 
remaining x can be still with resources. If it is the case proportion of 
SUCCESS vs ATTEMPTS decreased over some time till it get as low as to 5 % (see 
what SirVer said).

Now it works also as a counter - after about 5 "out of resources" it tries to 
upgrade the mine. And if the mine is not upgraded after like 15 "out of 
resources" - it is dismantled.
