AFAIK all the counts we did and that were published used the 22:00 GMT (0:00 CET) time for the counts. So we should indeed not mark them. But be aware of pictures that were perhaps after the deadline rotated by rotatebot, but uploaded in time. Those cases do of course qualify, don't know if Vincent took that into account.
I like the suggestion from Vincent for the notok mark in the template.
