For Spain you listed many files by Joancreus, most of his contributions
were flickr uploads (supposedly on time on flickr).
You also listed User:Wiki-Bot uploads. Those are definitely ok.

IMHO it is ok to keep it for images which *intended* to participate in
the contest, even if they missed the deadline for a few hours.

Indeed. I recently did a bot run removing the {{Wiki Loves Monuments
2011|es/es-cat}} template from 321 recently uploaded images  [1]
