Would not have the desired effect. Do you agree or do I need to make a point by mailbombing you from 10,000 email addresses? :) IPs aren't a perfect proof of work but they are vastly better than email addresses. They are also painless for the user in the common case, unlike email. We are allowing people to edit from the UK, you know — they have to now go through a painful registration process. You've hopped on a pointless tangent in any case: We wouldn't have these problems if they blocked the image rather than the text.
