Yes, that's what I understand as well. It was discussed on www-style just a little while ago: http://lists.w3.org/Archives/Public/www-style/2009May/0036.html Safari avoids Firefox's behavior to avoid re-rendering text, on the same principle as browsers these days don't start layout until they've got all CSS (to avoid FOUC).
