This is a lot more than a side issue. I think discussing enhancements, permissions changes, and other things that aren't strictly bugs is the worst thing about Bugzilla. These issues are often tendentious without subjecting them to Bugzilla's very clunky commenting system that aggravates the problem in so many ways. The recent change to the watchlist and history functions on English Wikipedia is a good example of this problem, as is the enormous discussion on the bug requesting article creation permissions changes for EN-WP.
