We already have very good relationships with Debian and Fedora packagers. There isn't any need for us to do this work. I worked with the Debian packagers to get the LTS in their latest stable release[1] and Fedora has recently started regular updates to their Mediawiki package[2]. Instead, I would suggest submitting patches to the existing packages or joining the mediawiki-distributors mailing list and talking about how you think the packages could be improved. Mark.
