The way I understand it, yes. The deployment was not widely consulted (this is a pretty small extension, all in all) – there was the bug and a mail to the design list when Greg asked for design review – and as far as I know basically handled by a person or two from Operations. Terry believes that somebody else has to vet the deployment, saying that all extensions are basically Features' responsibility.
