Why not call them undocumented downloaders instead of illegal downloaders?
What can they  do about undocumented workers that are also undocumented
downloaders?
If it is ok, and in some instance to reward them, the undocumented workers,
how can it be justified to punish undocumented downloaders?

Inquiring minds want to know.

Cool... maybe they'll stop.. (fat chance).  I'm amused that aside from the
euphemists [who continue to call the activity "file sharing"], they mostly
don't even try for an apologetic for what they're doing: they
*KNOW* it is both improper and illegal [else they wouldn't go to so much
trouble to use various anonymizing schemes to cover their tracks], but in an
amoral sort of way they figure it is OK, or that the copyright holders are
evil and money grubbers and deserve being ripped off... or [more likely]
"free is good"...
