You only just figured this out? :) 

It was a favorite complaint by beta testers. Two of the reasons for making some 
features impossible to use in Home is 1) to reduce configuration problems by 
the level of user likely to use Home and 2) to discourage business users from 
using Home. 

If you need policies then you shouldn't be using Home.

Exactly right.  I'm stunned to learn just how much of a hatchet job MS 
did with XP/Home.  All the machinery in the operating system is still 
there, but for reasons that I cannot fathom, they have made it impossible 
[not "essentially impossible" but "actually impossible"] to take 
advantage of it.  What a poor decision, IMO, on MS's part: if anything, 
they should've made it *easier* to tighten down the system, instead of 
impossible...  Sigh.
