It's not so much a limitation of the Limited account as it is a
limitation of Home. Even running as Admin, you can't do the things
in Home that you are trying to do.
The average user runs as Admin because that is the default
setup. Until the setup requires you to setup a passworded Limited
account and a passworded Admin account, that isn't likely to
change. Even then, they are likely to still use the Admin
account. They will also continue to wonder why their systems are so
easily attacked by various malware.
