Hoping I'm not teaching granny to suck eggs here but I've used this work around a few times.
Get an adaptor 2.5" hdd to the standard ide connector from a computer store, mine cost about £5, plug the laptop drive into a pc as a slave and copy the Win 98 cd to the drive. Stick it back in the laptop and IIRC the installation exe will run from dos after booting from a floppy, if not take the drive out again and copy the windows system from a 98 pc onto the 2.5" hdd. Put it back in the laptop and boot in safe mode, the installation exe copied from the cd can then be run.
