IIRC, in this config you set your other router's WAN port (or PC NIC) to
DHCP and they get an address from Verizon.  If Verizon forces a change then
your router or PC gets a new WAN IP.  I'm really not sure what the "static"
refers to.

Verizon changes the IP every once in a while. Are you saying that it 
wouldn't make a difference if I tried to stay with a single WAN IP ?
