Another issue with errant touchpads at least for Dell Lattitude models has been the palm rest.
If you are sure you can't disable the touch pad and you are sure you are not brushing the pad with your wrists and the cursor keeps jumping you may have a bad palm rest which contains the connections for the mouse pointer and touch pad. Investigate your model to narrow down the exact cause of such behavior.
