I think I have found the culprit, Nero Express.
After burning a DVD is when the CPU usage goes up and stays up until I
reboot.
Now to figure out how to fix it without rebooting.
I can't find anything listed in Task Manager that seems to be affillated
with Nero.
I will keep looking and post the solution if I find one.
Nero version 6, with latest updates
