Are you sure those taskbars are unlocked? Right-click on a vacant spot
on the taskbar, look at "Lock the taskbar" on the pop-up menu. If
there's a checkmark beside it, check the option to get rid of the
checkmark. Now you should be able to resize and move the taskbar. When
you get it where you want it, relock it.
