Yes, I know that - and I'm am absolutely 100% sure that they are unlocked in 
both instances. That's what is so weird, I'm particular baffled by my 
collegue's problem where it was stuck on top for 3 or 4 month and then got 
stuck to the right. We even applied a registry hack that ensured that the bar 
was unlocked.

I just shipped my daughter's laptop off to Paris, so I can't play with it any 
longer, but that too had a strange behavior, the taskbar could be adjusted to 
one line as long as I didn't add any toolbars as Quickstart as an example.
