Right-click on the taskbar and make sure it hasn't been locked. If that
isn't it, BTHOOM...

You are absolute right - what you describe is the expected behavior, but my
problem is that my college's taskbar is "stuck" in just one position, and my
daughter's task bar cannot be adjusted to just one line.
