Firstly check the manufacturers site for the PSU spec, then look for a review - somewhere like Toms Hardware You don't give the PSU model and make, or your system motherboard, memory drives etc.
It could simply be that the board is not rated for your hardware If the memory test fails you could (if possible) adjust the FSB speed, or the refresh cycle count, that may get the memory functioning reliably but don't forget the anti-static precautions and to check the memory connectors for any sign of corruption ( colour change) and clean them before reseating the memory Checking for a flaky power supply would probably require a set of relatively expensive test and load equipment (See the notes on some of the Toms Hardware PSU tests) You'd probably do better to just get another ( well over-specced) PSU, and if that works than complain about the current one!
