It doesn't seem possible using KDE. :( 
Preventing the WM from swallowing an ALT-TAB (or WINDOWS-TAB), and
having it
pass it to Win4Lin should be possible using X functionality.
(xmodmap, and it's kin, I think) but it's beyond me right now.
