I have a patch nearly ready, thanks to Messaoud Benantar.

However, before proposing a fix, I think the Wink community needs to decide if 
this is really something that can and should be supported, and if so, how.  If 
the JSR250 annotation support is built into Wink (via the 
ResourceMetadataCollector, for example), then we potentially break support for 
some runtimes, like Tomcat or Spring.  Should an AuthorizationHandler do all of 
the metadata collecting and roles management itself, to protect non-JSR250 
compatible runtimes?
