Matt,

I don't know how you can be such a fan of XO's.  We just bought an ISP that has 
service through them.  They charge portability and FCC charges on EVERY line 
which is not required by law but also isn't done by any other phone company.  
It adds nearly $8 per line which really adds up.  I asked them to justify it 
and they said my favorite corporate line "It's just our policy" but they added 
"even if it's not correct".   What a weird thing to say.  Sure they are way 
more dependable than companies like Eschelon/ATG and more honest than NTI but 
with taxes that aren't necessary they aren't much better than Qwest.
